Ruth Elynia S. Mabanglo (born March 30, 1949) is a professor at the Center for Southeast Asian Studies at the University of Hawaii at Manoa. She is the coordinator for the Department of Hawaiian and Indo-Pacific languages and literatures as well as the Filipino and Philippine Literature Program. She received a Filipino degree from the University of the East, a Filipino language and literature master's degree from the Philippine Normal College and a doctorate in Filipino from the Manuel L. Quezon University.

She has received numerous awards for her poetry, including (in 1995) the Hall of Fame Award in the Carlos Palanca Memorial Awards for Literature. This award is given only to writers who have already won five first prizes in the contest; Mabanglo had won two first prizes in playwriting and three first prizes in poetry. She was also Makata ng Taon (Poet of the Year) of the Commission on Filipino in 1992. She also won the Philipine Centennial Literary Prize in 1998 for her epic poem Kundiman ng Katipunan: Awit nina Andres at Oryang. Her other literary awards came from the Cultural Center of the Philippines and the Samahang Balagtas (an association of members of the Philippine Senate and the House of Representatives).

She is the author of Mesa Para sa Isa: Mga Tula (A Table for One: Poems) that won the Manila Critics Circle National Book Award in 2003, Daigdig sa Pagitan at Iba Pang Dula (The World Between and Other Plays) both published by University of Santo Tomas Press, Anyaya ng Imperyalista/Invitation of the Imperialist, a bilingual collection of post-colonial poems on the theme of diaspora and feminism published by the University of the Philippines Press. Kung Di Man: Mga Tula ng Pag-ibig, 1970-1992, (If It Isn't So: Poems on Love, 1970-1992) published by Anvil Publishing, Mga Abong Pangarap (Aborted Dreams), a collection of Tagalog plays published by Kalikasan Press, Mga Liham ni Pinay (The Letters of Pinay), a collection of feminist and political poems in Filipino published by De La Salle University Press and Supling: Mga Tula (Offspring/Child: A Collection of Poems), a pre-martial law collection.
