NCCA Writers' Prize Now Open!

The National Commission for Culture and the Arts announces that the NCCA Writers’ Prize is now open for application by Filipino writers.

The NCCA Writers’ Prize a biennial grant awarded to five (5) writers, one for each of the following categories: Poetry (Ilocano language), Novel (Filipino language), Essay (Kapampangan language), and Drama (Cebuano language/Bicolano language). The grant, in the amount of TWO HUNDRED FIFTY THOUSAND PESOS gross, will assist the Grantee during the writing stage of the project. The grant is good for one year, after which a manuscript of the writing project will be submitted to the NCCA for possible publication or staging.

The NCCA, in line with its mission to “encourage the continuing development of a pluralistic culture by the people themselves,” will be creating the opportunity to have a direct hand in the development of Filipino literature. With the grant, the NCCA Writers’ Prize winners will be freed from the demands of their work and shall be able to focus on the writing of the project for one year.

ELIGIBILITY

The grant is open to all Filipino writers, of legal age, except to the officers and members of the NCCA Secretariat and the incumbent Executive Council Members of the NCCA Committee on Literary Arts and Committee on Dramatic Arts.

MECHANICS

For the 2009 NCCA Writers’ Prize competition, the following shall be the requirements in the submission of entries:

1. Applicants must submit an accomplished application form, available at the NCCA Planning, Policy Formulation, and Programming Division (P/PFPD) or download from the NCCA website: www.ncca.gov.ph, curriculum vitae, and a 3 – 5 page concept paper discussing the rationale and significance of the project, the initial output of the project which shall be submitted in four (4) printed copies along with the concept paper. For 2009, the categories and the expected initial output are:

3. Drama – Bicolano language 1 act for a full length drama,

5. Essay – Kapampangan language 3 chapters or no less than 50 pages


All the sample works shall be in typewritten form. Manuscript and concept paper shall not bear the name of the applicant in any of the pages.

2. Applicants are allowed to apply in only one (1) category.

3. Applications will be evaluated by an Ad Hoc Screening Committee selected by the Committee on Literary Arts and the Committee on Dramatic Arts. There will be three members of the screening committee per category.

4. The grant will be released in four tranches, with the first tranche to be given during the awards ceremony at the beginning of the writing period and the succeeding tranches upon submission of the following:

2nd tranche - 50% of the writing project
3rd tranche - 75% of the writing project
4th tranche - 100% of the writing project

5. The writing grant is good only for one year. The NCCA will allow a maximum extension of six (6) months only with written justification by the Grantee.

6. Completed manuscript must be submitted in two forms: one (1) printed copy and one (1) electronic copy in MSWord format in a diskette. The project output shall be as follows:

7. The grant is non-transferable. All privileges shall be enjoyed by the Grantee himself/herself based on the successful evaluation of the work in progress. A member from the Screening Committee of each category shall be assigned as Reader to evaluate the succeeding materials to be submitted by the Grantee. Upon submission of the positive evaluation of the reader for the second and third tranches, the corresponding amounts shall be released immediately to the Grantee. However, for the fourth tranche, the same will be released only upon completion of evaluation of the completed manuscript by the Reader. Revisions, however, may be recommended by the Reader. Only upon final approval of the completed manuscript shall the final tranche be released to the Grantee.

8. Deadline of submission of application together with the curriculum vitae of applicant and other requirements shall be on October 15, 2009. All applications shall be addressed to:

COPYRIGHT AND OWNERSHIP RIGHT

1. The Grantee hereby grants the NCCA the first option to publish the output of the Grant. The NCCA will have the right to produce or authorize to be produced, for staging, telecasting, broadcasting, or cinema or other forms of exhibition from time to time any output of the writing grant. The NCCA will also be allowed to include the output of the Grant in the NCCA Website. The first option to publish of NCCA expires one year after completion of the Grant.

2. It is understood that the literary material submitted has not been submitted to any other award body or has not received any prize and is not a completed manuscript but a work in progress. Any violation of the guidelines shall mean withdrawal of the grant and any amount paid to the Grantee shall be returned to the NCCA. The award then will be transferred to the person who garnered the second highest vote during the Screening of the materials.

Atenean wins Bikol’s most prestigious literary prize

Mr. Jerome Hipolito of the College of Education was declared as one of the winners for Poetry category in the 5th Premio Tomas Arejola Para sa Literaturang Bikolnon held at the Holy Rosary Minor Seminary last September 13, 2008.

Aside from Hipolito, Mr. Joner Cañeba (who was declared as the Naga City Jaycees Writer of the Year) and Mr. Sonny Sendon, two other young writers from Iriga City were awarded with a gold medallion and cash prizes. On the other hand, Mr. Juan Escandor, a correspondent of the Philippine Daily Inquirer and the Bicol Mail won in the fiction category while there were no winners declared in the essay and one-act play category.

In an interview, Hipolito who submitted his first collection of poetry Pagbunag nin Paroy said that his first major literary prize is both a confirmation and a challenge to continue to hone his writings. Though a neophyte in the field of writing, Hipolito is excited to write and look for new materials for his poetry, that according to Professor Jazmin Lllana, who served as the chair of the board judges, ‘Hipolito’s works are highly lyrical and a testimony of the long tradition of social realism prevalent in the works of Bikol writers.’

Other Ateneo students who were cited as finalists for their works were Ms. Daphne Benosa for her essay and poetry, Mr. Dan Cariño for his poetry and Mr. Edwin Morales and Mr. Emmanuel Magistrado who collaborated to finish their poetry collection.

Named after the Bikol propagandist and revolutionary, Tomas Arejola, the Premio is run by the Arejola Foundation for Social Responsibility Incorporated (AFSRI), a private group composed of the descendants of Tomas and Gen. Ludovico Arejola who led the revolutionary government in Camarines during the Filipino-American War.

Recently, the foundation received the Naga City Mayoral Award and the Gawad Pedro Bucaneg given by the Unyon ng mga Filipinong Manunulat for its invaluable contribution to the development Bikol writings. Previous winners in the the Premio Tomas which is now regarded as the highest Bikol literary prize are Mr. Adrian Remodo (Philosophy Department) for essay in 2006, Mr. Kristian S. Cordero (Social Sciences Department) for poetry in 2004, Mr. Vic Nierva (Campus Ministry Office and Media Studies Department) for poetry in 2007 and Mr. Jose Jason Chancoco (a graduate last year from the Literature and Languages Department) for his short story for children in 2005.

THE jury of this year’s Premio Tomas Arejola para sa Literaturang Bikolnon have announced last Saturday the winners of Bicol Region’s premier literary prize.

Bicol Mail’s and Philippine Daily Inquirer’s Juan Escandor Jr. of Sorsogon bested other contenders for the top prize in the fiction category with his short story Taon nin mga Ayam.

Jonher A. Caneba of Iriga City shared the top prize in the poetry category with Jerome Hipolito of Calabanga, Camarines Sur, and Sonny Sendon of Iriga City with their collections of poems entitled Sa Pagtira asin iba pan mga rawitdawit, Pagbunag nin Paroy asin iba pan rawitdawit, and Vertigo, respectively.

Caneba was also proclaimed Writer of the Year. He wrote the script of Santigwar, a short film that won in the Quisumbing-Escandor Film Festival.

Sendon is a member of the writer’s guild of University of Sto. Tomas, and was a recipient of an honorable mention in the Maningning Miclat Poetry Prize.

Only one one-act play, Natad kan Pagtiwala sa Pagkamoot by Richard D. Madrilejos of Tabaco City, is cited by the Premio Arejola this year. Madrilejos received an honorable mention for his work.

No entry was proclaimed winner in the essay category.

Chosen from nearly thirty entries from all over Bicol and other parts of the country, the literary works were recognized last September 13 at the St. Vincent de Paul Auditorium of the Holy Rosary Minor Seminary in Naga City

Judges included Prof. Cyril Conde of Ateneo de Naga University, Prof. Jazmin Llana of Aquinas University, and anthologized poet Ben Escoto.

Winners of the top prizes each received P3,500 and a gold medallion.

Categories included poetry (rawitdawit), fiction (osipon), essay (saysay), playwriting (dula), stories for children (osipon na pan-aki), novel (nobela) and the honor of being named Writer of the Year (Parasurat kan Taon).

To honor the 2010 Tercentenary of the Bikol Devotion to the Lady of Penafrancia, the Patroness of Kabikolan, the Premio Arejola opened a special poetry category for high school and elementary students. Joville Andrea P. Foliente of Ragay, Camarines Sur won the special category.

The literary prize is a partnership between the Naga City Junior Chamber of Commerce and Industry and the Arejola Foundation for Social Respondibility.

"Miskol" is 2006 word of the year

"Miskol" is word of the year, besting eleven other entries to the 2007 Sawikaan: Salita ng Taon conference held in UP Diliman last August 2-3, 2007. Filipino language scholars, teacher delegates, and students chose the three winning words that include "roro" and "friendster. "

Ateneo de Naga professor Adrian Remodo, miskol paper presenter, said the missed call practice among Filipinos is a world away from the New York usage. While the latter is nothing more than a missed business talk, miskol is enmeshed in the paramdam psychology of Filipinos. That split second ring on one's phone connotes "Buhay pa ako. Magparamdam ka naman." (I am still alive. Please get in touch soon.)

Akin to last year's "lobat", miskol is borne out of the Filipinos' going gaga over cell phone communication. But we claimed the technology and put it to uses peculiar to us. Language plays an important role in this cultural hijacking. We also say " Miskulin mo ako" to register a new cell number, find a misplaced phone, or simply to brag about a newly downloaded ringtone.

The runner up words, roro and friendster are almost as significant as the number one term. Roro is short for roll on-roll off or the inter-island, cross country transport system designed to spur national progress. Kristian Cordero, the Bikolano writer/presenter, said it is a relevant term as it implicates the archipelagic and waterworld transhistory of the Philippines. A political meaning also adheres to this word as the Macapagal administration highlights it as part of its developmental campaign. "Will we take the roro boat trick seriously?," Cordero asked.

Another phenomenon that gripped Filipinos in recent years is Friendster, the cyberspace personal site that connects friends and would be friends. Originally a date search program, more than five million Filipinos appropriated it as substitute to eyeballing and as a kind of conquest of the space/time barrier. Ateneo de Manila's Boom Enriquez said, Friendster and other cyperspace interlinks create a "third space" for the stressed-out yuppies. It is a place where one can present one's true or invented identity and forget the vulgarity of real life.

Other words that played important roles in contemporary Filipino life include sutukil (short Visayan sugba-tula-kilaw) , videoke, make over, telenobela, extra judicial killing, party list, abrodista, oragon, and safety.

Equally productive were the panel discussions on Filipino as global language by professors Florentino Hornedo and Ruth Elynia Mabanglo and the lectures on Mexican and French language development by Ambassador Erendira Araceli Paz Campos and First Secretary Georges-Gaston Feydeau. The participants learned insights relevant to the Filipino language advocacy.

Last year's conference papers are now available in book form, Sawikaan 2006 (Roberto T. Añonuevo and Galileo Zafra, editors. Quezon City:University of the Philippines Press, 2007) which was launched during the conference. National Artist for Literature Virgilio S. Almario, UP Diliman Chancellor Sergio S. Cao and book illustrator Pandi Aviado attended the event. They also opened the illustration exhibit held at the venue's adjoining gallery.

Sawikaan underscores the primary role of language in how we Filipinos perceive and make sense of the world. The roster of entries to this year's conference patently proves this.
